Loudoun County is governed by a nine-member Board of Supervisors. The Board of Supervisors sets county policies, adopts ordinances, appropriates funds, approves land rezonings and special exceptions to the zoning ordinance, and carries out other responsibilities set forth by the State Code.

The Department of Transportation and Capital Infrastructure handles roadway planning, local transportation projects, and transit functions in addition to the capital planning, budgeting, design, and construction management. The Transportation Division provides assistance to the Board of Supervisors and the Office of the County Administrator in the development and delivery of a quality transportation system that meets the needs of Loudoun County.

The Loudoun County Department of Planning prepares reports and studies to assist the Board of Supervisors, Planning Commission, and citizens in the development of policies and plans that guide the use of land in the county. The department manages land development applications for re-zonings and special exceptions to determine consistency with county plans and ordinances.
